According to five people who spoke on condition of anonymity, the attack was carried out by the Central Intelligence Agency. Neither Biden nor the White House elaborated on the CIA’s involvement in the attack. Al Zawahiri became the head of Al Qaeda after Osama bin Laden was killed.
